prohibit any automated decision that “significantly affects” EU citizens... provides ... a “right to explanation.” ... the option of reviewing how a particular service made a particular algorithmic decision...
machine learning doesn’t exactly lend itself to that right of explanation... the regulations strike at the center of Facebook’s business model... could affect the progress of everything from ordinary online recommendation engines to credit card and insurance companies....
the conundrums presented by the new EU regulations will extend to everything.
