Trump triumphed in a low-turnout election.... compulsory voting ... changes who runs for office and the policy proposals they support... it does not pay to energize your base to the exclusion of all other ... elections ... are decided by swing voters and won in the center... see voting not merely as a right, but as a civic obligation. ...
